The EU provides a common framework, but your first Member State of entry and final destination still matter.
The movement also needs to qualify under the correct EU framework. A normal companion-animal relocation and a movement involving sale or transfer are not automatically treated the same way.

Identification and rabies preparation form the foundation of the EU entry file. Depending on species and destination, additional conditions can apply.
The EU animal health documentation is therefore evidence of a compliant history — not a shortcut around it.
Australia Still Has to Certify the Export
DAFF's official export process has to work with the EU requirements, while the airline and transit route add their own conditions.
Finding out that you need identification, rabies preparation and EU documentation is easy. Making the Australian certification, European entry and actual flight all tell the same story is the annoying part.
