But the relocation still has to connect EU entry rules, veterinary history, the actual Member State, Japanese export quarantine, official documentation, transit and airline requirements.

The movement has to fit the correct EU framework, and identification and rabies history need to support the official documentation.
Your first EU entry and final destination can matter too. Depending on the animal and destination, additional conditions may apply.
Then Japan Has to Let the Animal Leave
Dogs and cats leaving Japan undergo an AQS export quarantine process. Japan also needs to understand the destination requirements it is being asked to certify.
That means the Japanese export file and European import file are connected rather than two completely separate jobs.
The Flight Has to Fit Both
Airline acceptance and transit conditions create another rule set on top of the government requirements.
